GIFs

Via AutoMod, usage of https://giphy.com and https://tenor.com GIFs are blocked in the server. This is to reduce the amount of spam and clutter within general discussions. Users with embed link permissions are still able to send links to GIFs hosted elsewhere, and users with upload permissions are also still able to send GIFs that are uploaded.
